I recently spoke with someone new to my precinct who was unfamiliar with what a precinct is. After explaining it to her, I decided to write a post to clarify a few things for you as well.
Currently, Kootenai County is segmented into 74 distinct precincts. Each precinct elects one committeeman for both the Republican and Democratic parties every two years.

Here's the map of Precinct 318. Basicaly, it goes from Dakota on the North to Honeysuckle on the South, West is Ramsey and East is Government Way, and Leisure Park thrown in for good measure. Each precinct has a specified polling place that is used on Election Day. The polling place for Precinct 318 is Hayden Bible Church, 290 E Miles Ave, and it is shared with Precinct 315. Legislative Districts: Kootenai County is split into four Legislative Districts, each represented by one State Representative and two State Senators.
